SPRINGFIELD — Gov. Pat Quinn is refuting claims by Illinois Speaker of the House Michael Madigan,D-Chicago, that he asked for a lump-sum budget for the upcoming year.
The Legislature has passed on big pots of money to the governor for the past two years, and with the money, the responsibility of deciding where that money goes.
Earlier this week Madigan told reporters that Quinn asked for a repeat of the past two years.
So far this year rank-and-file lawmakers have been much more hands-on with the budget. This week Madigan and House Republican Leader Tom Cross, R-Oswego, began outlining just how much money each appropriation committee will have to doll out. It’s now up to the individual committees to decide how to spend its share of the money.
The numbers turned out much lower than what Quinn proposed in his version of the budget. He went as far as to call some of the cuts “radical” and “severe”
